Description of problem:
With some non-english nationals set up (tested German), the panel time doesn't update when changing from 24 to 12 hour format.

Translation problem, upstreamed against all the individual languages with , greatly increasing my GNOME bugzilla reporting stats. See:

 https://bugzilla.gnome.org/show_bug.cgi?id=648394

and all the bugs reported as depending on it. (They don't depend on it, dependencies added to connect the bugs together)
