Description of problem:
Oracle process attempts to write to the following directory. 

  /opt/apps/oracle/web/product/10.2.0/db_1/ccr/state/

Right now we don't have the reproducer, but since happens time to time
in automation I want the bugzilla to track the issue

How reproducible:
not deterministic and rather rare

AVC denial.

The Readme file does not say a much about state/ directory.
