AviaryScheduler feature missing dep on Scheduler

Description of problem: The AviaryScheduler feature should have deps similar to the ConsoleScheduler, but instead has no deps on a scheduler of any kind. Installing the ConsoleScheduler feature will allow a successful activation that won't necessarily be functional since there is no dep on a Scheduler. Added dep on BaseScheduler to AviaryScheduler Fixed on master

Tested on RHEL 5.7/6.1 x x86_64/i386 with condor-wallaby-base-db-1.14-1 and the dependecy is there. -->VERIFIED
