Description of problem:
https://admin.fedoraproject.org/updates/fop-1.0-14.fc15 fails to generate pdf file with publican 'build' action.

Version-Release number of selected component (if applicable):
fop-1.0-14.fc15

How reproducible:
always

Steps to Reproduce:
1. Try to build book (pdf format) with publican-2.5.2.fc15
2. Hit 'publican build --nocolours --embedtoc --formats=pdf --langs=en-US --publish' at the command line
3. pdf doesn't generate
  
Actual results:
doesn't generate pdf file

Expected results:
pdf file should be generated
