Description of problem:
I tried to install some other software
(more specifically lucent modem driver),
it complains that could not find kernel-header
files. Indeed I couldn't find the rpm in Redhat 7.3
distributions.

kernel-source-2.4.18-5.i386.rpm is the package you're in search of. The
kernel-headers has been renamed to glibc-kernheaders.

indeed the /usr/include/linux files (the glibc interface) are provided by the
glibc-kernheaders package now. For compiling kernel modules you need the
kernel-source rpm (and that's true at least since RHL7.1 if not before)
