Description of problem:

Spun up the latest cloud-engine AMI, ami-6e807f07, and found that it no longer runs aeolus-configure automatically on boot up from /etc/rc.local. 

boot.log reveals a syntax error...
/etc/rc3.d/S99local: line 38: syntax error near unexpected token `newline'
/etc/rc3.d/S99local: line 38: `    /usr/sbin/aeolus-configure >& '

This has been fixed and is in the released AMI for Summit.
