SELinux is preventing /bin/bash from 'append' accesses on the file ipsec.info.
Running service ipsec restart

If you believe that bash should be allowed append access on the ipsec.info file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep _startnetkey /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp

It looks like you have mislabeled /var/run/pluto directory.

# ls -dZ /var/run/pluto

restorecon -R -v /var/run/pluto

Any idea how it got mislabeled?

Did you create it yourself.
