Hi, I had the same problem and I solved it by disabling the sysv cgconfig service with chkconfig cgconfig off. If you call /sbin/cgconfigparser -l /etc/cgconfig.conf twice, you'll notice that when cgconfigparser has already been called, it will fail (with a "mount failed" error on my system). I assume systemd also takes care of the cgroup configuration in some way.
Oops, we should have noticed this earlier... cgconfig service is unusable with systemd, I'll look at it.
