I changed the tags for 
http://jboss-eap.bne.redhat.com:8080/TopicIndex/Topic.seam?topicTopicId=3902&cid=8

The changes took (I removed IA_TRIAGE). However, when viewing the topic, my changes do not appear in the changelog.

Take a look at the topic again. This is a caching issue - the data is being recorded, but your browser is showing you old data.
