This issue was fixed in qpid-cpp-mrg-0.10-4 for RHEL5, see bug 696698.

Waiting for RHEL6 packages.

NOTE: One additional step must be done in the example code from Comment 1 to invoke the inconsistency on the queues. The capacity limit of the queue c must be reached. It can be done by sending some more messages to the amq.topic exchange after the step 5.

ie.
step 6.) repeat step 4

This issue has been fixed.

During the testing a new problem was found, see Bug 706408
