Description of problem:
clicking a bug number link leads to 404 Not found error from TCMS, rather than showing the bug page in bugzilla

How reproducible:
always

Steps to Reproduce:
1. for example, go to https://tcms.engineering.redhat.com/run/21541/#caserun_522046
2. at righthand side, there is "bug:" then "530957  Case  58414"
3. click the link "530957"
  
Actual results:
404 Error Page not found
the url is https://tcms.engineering.redhat.com/run/21541/530957

Expected results:
bugzilla page showing the bug
the url should be https://bugzilla.redhat.com/show_bug.cgi?id=530957

Additional info:
this has worked in previous version
