Description of problem: There are few race condition fixes and cleanups which went upstream in blkio controller related code (blk-cgroup, blk-throttle, cfq-iosched). Pick some of the changes and pull in 6.2. This also helps backporting the lockless IO throttling patches in otherwise patches don't apply as their are dependencies. confirmed patches are in the -215 kernel, also confirmed operation of blkio controller in testing with libvirt based guests as well as LTP IO testing.
