I think the -L/lib64 comes from libusb.pc via libgphoto2.pc.

pkg-config only version of sane-config

One solution is to remove everything except the pkg-config wrapper parts of sane-config.

Patch to fix the multilib conflict in sane-config file, by removing everything except the pkg-config wrapper parts of sane-config.

I added this patch to the sane-backends-1.0.22 spec file and rebuild its source rpm and binary rpms. It's supposed to be applied over the resulting sane-config file from applying the patch sane-backends-1.0.22-pkgconfig.
I then installed simultaneously both sane-backends devel packages and there was no longer any multilib conflict.
