Description of problem:
When I go from a workspace with some application displayed to an empty workspace and then I switch keyboard layout I switches the layout also in the application on the previous workspace. And vice versa. I have the "layout per window" option activated.

Version-Release number of selected component (if applicable):
gnome-shell-3.0.2-1.fc15.x86_64

How reproducible:
100%

Steps to Reproduce:
1. change layout in some application
2. go to an empty workspace
3. layout changed also in an empty workspace (try to change it back)
4. layout changed also in the application
  
Actual results:
layout changes in an empty workspace also affect layout in the last displayed application

Expected results:
right behaviour - layout per application, so also isolated in an empty workspace

This has been fixed and tested in Fedora 17.
I see there are now 2 options for "Allow different layouts for individual windows"
1)New windows use the default layout
2) New windows use previous windows's layout
