	 Process: 2563 ExecStart=/etc/rc.d/init.d/proftpd start (code=exited, status=1/FAILURE)
	  CGroup: name=systemd:/system/proftpd.service

I believe this is due to systemd starting proftpd before the network is up.

This should fix it:

systemctl enable NetworkManager-wait-online.service
