Description of problem:

When AVOID_COMMIT_BEFORE_INSTALL=1 in /etc/etckeeper/etckeeper.conf, yum is supposed to abort installations if there are uncommitted changes in /etc. Instead, yum charges blithely ahead, doing the install and triggering a post-install commit by etckeeper.

How reproducible:

Always.


Steps to Reproduce:
1. Modify a file in /etc, but don't commit it. 
2. yum install something
  
Actual results:

Snipped from "yum install socat" output:


Running Transaction
etckeeper: pre transaction commit

** etckeeper detected uncommitted changes in /etc prior to yum run
** Aborting yum run. Manually commit and restart.

  Installing : socat-1.7.1.3-2.fc15.x86_64                                  1/1 
etckeeper: post transaction commit



Expected results:

Yum should abort.


Additional info:


It appears that etckeeper correctly recognizes that the install sould abort. Maybe the problem is with yum instead?
