Patch for piddir creation issue

Description of problem:

/etc/rc.d/init.d/nsd doesn't create missing piddir, /var/run/nsd.

Version-Release number of selected component (if applicable):

3.2.8-1.fc16

How reproducible:

always

Steps to Reproduce:
1. yum install nsd
2. configure nsd
3. service nsd start
  
Actual results:

startup fails because there is no piddir

Expected results:

successful startup

* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing nsd-3.2.8-4.fc15'
as soon as you are able to.
