Description of problem:
Chapter 5.2. Time scheduling for job execution

1. The job can match to an execution machine before the deferral_time minus deferral_prep_time, it's because condor also counts with SCHEDD_INTERVAL. So correct time, when the job match, is between (deferral_time - deferral_prep_time) and (deferral_time - (deferral_prep_time + SCHEDD_INTERVAL))

2. It should be mentioned that deferral_prep_time default is set by default to 300s
