Description of problem:
same GID number is allowed in Group information edit page. 
please check screen shot

Steps to Reproduce:
UI path Starting Page (SP) =  https://<IPA SERVER>/ipa/ui/-> Identity (tab) -> User Group (tab menu) -> Click on <group name> -> <group name>: USER GROUPS SETTINGS (page)
