Refiled in Pulp from RHUI 710381 so we can track it for Sprint 25. See that bug for the details, but the short summary is:

Added JIRA QPID-3290 and discussed with QPID team (Gordon Sim).  He thought it
was related to locking in python-qpid and that it would be straight forward to
fix.

This error has yet to be reproduced.  That said, I (and the QPID) team believe it's a concurrency issue in the python-qpid driver and should be mitigated by gofer 0.38+ workaround.

Verified with pulp 0.211. This issue is not reproducible. I started the sync for multiple rhel6 repos and sync completed successfully.
