Re-opening the bug <sseago> weshay_hm, hmm -- there may be some things end users have permission to see there <weshay_hm> k.. looking <sseago> such as "suggested deployables"
2 changes here to fix the final component: 1) default action for 'Administer' goes to 'Suggested Deployables' rather than 'Users' since 'Users' has a restricted index action 2) for "non-admin" users, 'Users' is filtered out of the nav pulldown. https://fedorahosted.org/pipermail/aeolus-devel/2011-July/002878.html
