Created attachment 505885 [details] two words showing the difference between anchor-3 position in "ka" and "qa" Position of anchor-3 (used for below base marks) in "ka" glyph (U+0915) is positionned far lower than the average position in other glyphs. This breaks visual consistency. For instance see the attached screenshot, in which you can see the difference between "ku" and "qu".
Created attachment 505886 [details] correction of Anchor-3 coordinates in "ka" glyph In the proposed attached patch, I modified ka's anchor-3's Y coordinate to make it the same as in "qa" glyph (U+0958).

thanks, applied patch in upstream as well!! While checking it looks there are some more characters required positioning changes, view->combinations->anchored pair-> choose particular anchor point one can see all pair of anchor there i found some below base matras are not combining properly might be you can explore more on it !!
Is there any policy in Lohit about below base mark anchors positions, like "X units above lowermost glyph extrema"? What's your preference? Having a more or less generic rule or guideline would help.

It depends upon script, I think Below base part should exactly touch base glyph it should not merge with any part of base glyph.
