Description of Problem:
When the current locale specifies an UTF-8 encoding xemacs doesn't properly
detect this change, and opens file in iso-8859-1 mode instead.

Version-Release number of selected component (if applicable):
xemacs-21.4.8-12

How Reproducible:
always

Steps to Reproduce:
0. Make sure you are in an UTF-8 locale
1. enter some non-ascii char in a file, with for example 'vim'
2. open the file in xemacs
3. 

Actual Results:
The file will be opened with iso-8859-1 encoding instead of utf-8 encoding.
