Description of problem:

If I want to install a new package, which is not in my system, having presto plugin enabled, yum downloads presto metadata (to see if there are delta packages to download) which is useless as all packages are to be newlly installed. Presto metadata should only be downloaded when a package in the list is to be updated, else it should be skiped (or even ignored the plugin all together).
