Description of problem:

If stopping deployments is now possible for persistent instances like ebs backed ami's, rhevm, and vmware then we should be able to start a "stopped" deployment..

recreate:
1. create a deployment
2. stop a deployment..

The deployment is still valid right?  

3. now I want to start the deployment back up... 
I currently can not  do that via the webui

this may be applicable to instances too in webui.. not just deployments

It is intended to support "stateful" images in future, where the state of a VM will persist across restarts. 

However, that functionality is not currently present in conductor, and is not going to be implemented imminently.

At least the Restart button should be grayed out or so to not confuse the customer.
