Description of problem:
 We recieved the following avc failure, while testing:
avc:  denied  { sys_module } for  pid=3008 comm="irqbalance" capability=16 scontext=system_u:system_r:irqbalance_t:s0 tcontext=system_u:system_r:irqbalance_t:s0 tclass=capability

How reproducible:
 I was unable to reproduce this issue.
