always

Steps to Reproduce:
1. Create a change set "mychange"
2. Create a change set "mychange" again
3. 
  
Actual results:
When clicking "Save Changeset" nothing happens.

Expected results:
Error notification

Additional info:
If you close the 'new changeset' panel, and click "New Changeset" again, THEN you see the error notification.

getting rid of 6.0.0 version since that doesn't exist
