Description of problem:
In:

   * The GNU binutils has been updated to 2.13 has been updated to and includes
the following improvements and features over previous releases:

the second occurrence of `has been updated to' should be removed.

References to architectures that are not enabled in the binutils build should
probably be removed too, such as FRV, MMIX, OpenRISC and PDP-11.
