limits.conf should mention limits.d directory

Document that the files in /etc/security/limits.d will overwrite the values set in /etc/security/limits.conf. This should be added as a comment in the limits.conf file. Also add mention of that directory in the manpage for limits.conf.

The processing of the limits.d is mentioned in the pam_limits manual page so I do not think this is really a bug but rather a feature request to mention it at more places.
Tomas, You are correct it is more of a feature request as opposed to a bug and I should have noted it as such, my apologies on not doing so to help clarify this request. -jacob
