Description of problem:

After adding a subscription manifest to a RH provider, said provider can no longer be deleted.

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1.  Delete all existing RH providers - or possibly just edit the one prepopulated one.
2.  Modify the URL to something appropriate
3.  Go to Subscriptions subtab and upload a valid Subscription Manifest.
4.  Navigate back to Providers view
5.  Attempt to remove the RH provider.
  
Actual results:
Provider is not removed; no error is thrown in the UI

Expected results:
The provider should be removable.

With the recent change to providers to separate custom and Red Hat providers, it is no longer possible to delete the Red Hat provider.  This was done intentionally as part of that rework; therefore, I am going to move this BZ to 'not a bug'.

As part of creating a new organization, a RH provider will now be created automatically.  The admin can then access the RH provider to change the repo URL or upload a manifest by navigating to 'Content Management -> Providers -> Red Hat'.
