Description of problem:
In order to update usbutils to handle the usb3 changes, we also need to update libusb1.

This bug just tracks those changes.

false alarm, after I looked deeper I found that libusb1 is in rhel6, just s390(x) are excluded and since there is no usb on s390(x) I'm going to exclude it also in usbutils since it's useless there anyway.
