After a yum upgrade from f15 to f16 I get:

systemd[1]: Cannot add dependency job for unit hwclock-load.service, ignoring: Unit hwclock-load.service failed to load: No such file or directory. See system logs and 'systemctl status hwclock-load.service' for details.

- because of /etc/systemd/system/sysinit.target.wants/hwclock-load.service -> /lib/systemd/system/hwclock-load.service which no longer exists.

I guess systemd-units %post should take of disabling the service and remove the last traces when it no longer exists.

systemd-35-1.fc16 has been submitted as an update for Fedora 16.

Package systemd-35-1.fc16:
* should fix your issue,
* was pushed to the Fedora 16 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing systemd-35-1.fc16'
as soon as you are able to, then reboot.

systemd-35-1.fc16 has been pushed to the Fedora 16 stable repository.  If problems still persist, please make note of it in this bug report.
