Description of problem:
Entitlements needs a working /etc/rhsm/rhsm.conf and this is provided by the subscription-manager package. The ipa-server subpackage needs a Requires on it.
This should no longer be necessary ....

[root@bumblebee ~]# yum install ipa-server
Verified that ipa-server no longer requires subscription-manager package.
