The abuse code is triggering for satellites and proxies

Always

Steps to Reproduce:
Satellites and proxies should not be flagged for abuse for checking in too
frequently.  You can determine if a server_id is a satellite or proxy by
checking for rows in rhnSatelliteInfo and rhnProxyInfo.
