If you really want to provide a package for review, you should build a package first and provide links to the spec file and source rpm.

Seems to be that you are just interested in to see this software packaged in Fedora, because your link points to a project website. This review request tracker is only intended to be a pool for already packaged software, which needs to be reviewed by other packagers, in order to integrate it in the official package database.
