missing dependency to firstboot

# grep -l firstboot $(rpm -ql system-config-keyboard-1.3.1-5.fc16.i686)
# rpm -q --requires system-config-keyboard-1.3.1-5.fc16.i686|grep firstboot
This can cause an anaconda crash.
It could be argued that this dependency goes in the wrong direction.
It is ok that firstboot uses s-c-k, and it is perhaps also ok that s-c-k provides a plugin to firstboot and thus (should) depend on it. But it seems backward to me that /usr/share/system-config-keyboard/keyboard_gui.py import firstboot.
I also don't see any reason why first boot should be required on install-run-time on the installer media.
This message is a reminder that Fedora 16 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora
'version' of '16'.
Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version prior to Fedora 16's end of life.
