I use KDE and i didn't manage to compile any kde apps. The configure script
always failed and it said that kde is not correctly installed (kpackage
1.3.9.2) or for others apps the script can't locate kdelibs.

Works here.
You probably forgot to install kdelibs-devel, kdesupport-devel or qt1x-devel.
Also, make sure the environment variable KDEDIR is set to /usr, and QTDIR is set
to /usr/lib/qt-1.44
