Description of problem:
Promotions page throws error when it reaches the end of infinite scroll list.

Version-Release number of selected component (if applicable):


How reproducible:
Always

Steps to Reproduce:
1. Make sure a sync'd repository with 25+ packages exists.
2. Navigate to Promotions page.
3. Click through sliding tree to list of packages.
4. Scroll down till all packages are loaded.
  
Actual results:
Error message notification with: "You have a nil object when you didn't expect it! You might have expected an instance of Array. The error occurred while evaluating nil.empty?"

Expected results:
No errors.

QA Verified; tested with a repo of about 400 packages.  No error when scrolling to end.

getting rid of 6.0.0 version since that doesn't exist
