Description of problem:
In the API level there are: GET/POST/DELETE for /api/organizations/:organization_id/uebercert

Cli seems have something similar (but not working): generate_debug_cert/delete_debug_cert 

So pleae either implement in CLI or just remove them (I'm okey to have it only in API there).

Expected results:
either implement (referring to API calls) or remove that both uebercert related calls.
