After running a federation test using 2 brokers and 20 queues -- one sender and one receiver for each queue -- at the end of the test, qpid-tool reports that 2000 bridge queues were formed -- nearly all of them existing for less than 1 second.

This seems sub-optimal.

I will try to get a concise reproducer ...

I have to withdraw this.  I can't get it to reproduce to save my life.
