Decision tables do not support declare keyword. If you want to declare your own facts you have to use workaround - for example write declare construct into Functions field.
This has been added in master branch. Does it need backporting to 5.3.x as the "Target Release" for this BZ is undefined (and it's an enhancement not a bug)?

Technical note added. If any revisions are required, please edit the "Technical Notes" field accordingly. All revisions will be proofread by the Engineering Content Services team. New Contents: Decision tables previously did not support the declare keyword, and users declaring their own facts had to use a workaround, such as writing a declare construct in the functions field. Support for the declare keyword has been added and users no longer need to use a workaround.
