Red Hat Satellite engineering is moving the tracking of its product development work on Satellite to Red Hat Jira (issues.redhat.com). Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "Satellite project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/SAT-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
When user cancels a selection of "All" permissions, s/he is taken to what is basically step #2 in the wizard, with the Verbs for a given Permission showing up. In this case, it is Organizations, the first Permission.

1. Create a new Role, "testrole" and select it from the role view
2. "Add Permission"
3. On the resulting page, notice the "Permission For" dropdown and no corresponding verb box beneath it. Since nothing has been selected, this is the expected result.
4. Click the "+ All" button
5. Click the resulting "Cancel" button; view results.
Actual results:
User is taken to a view which assumes the Permission has already been selected, ("Organizations") and displays the subsequent verbs for this permission.
Expected results:
Upon cancel, user should be returned to a view congruent with the first step of the wizard.

Fixes the consistency issue, returning the user to the resource type selection box whenever cancel is pressed.
