Description of Problem:
Registering a system for AS 2.1 returns a strange "server already
registered" error under certain cases.

Steps to Reproduce:
* Create a new satellite install, using a certificate that grants channel
entitlements.
* Import the AS 2.1 channel from ISO.
* Register an AS 2.1 system without first running sat-sync.  Observe the
strange error message.

Joe, when you can reproduce this, please show the case to Mihai so that he can
figure out how to fix it.

Have confirmed and duplicated on sat-inst.webdev-colo.erdhat.com using as client
satcd.rdu.redhat.com
