Description of problem:
Don't put the disabled groups to the bottom of group list.

Version-Release number of selected component (if applicable):
3.6.0-2 on englab

How reproducible:


Steps to Reproduce:
1.Put the mouse on "Environment" menu.
2.Click "Groups" submenu.
3.Check the position of disabled groups.
  
Actual results:
Don't put the disabled groups to the bottom of group list.

Expected results:
All of disabled groups should be put to the bottom of group list.
