Shorewall's systemd unit is broken: shorewall.service has an ExecReload setting, which is not allowed for Type=oneshot services. Refusing. shorewall6.service has an ExecReload setting, which is not allowed for Type=oneshot services. Refusing. If you comment out the ExecReload option it works as expected.
Hm. That is unfortunate, because a Reload does make sense for this service. I suppose it's entirely equivalent to restart though, so perhaps removing it is the right thing to do. I'll look into it.
