Sample plugin

Description of problem:  Can't upload new plugin on recently refactored Administration-->Server Plugins page.  


Version-Release number of selected component (if applicable):
RHQ daily build 10/21/2011

How reproducible:
100%

Steps to Reproduce:
1.  Administration-->Server plugins
2.  Browse  (browse to a any plugin, sample plugin attached to this BZ)
3.  error.  see attached.

verification above was FF.

i am re-opening ... as this uses native file dialog ... and should be additionally verified in IE8
