1) Have an org with only one environment (locker).
2) Goto Content Management -> Promotions

Actual results
Notice the +New Changeset button


Expected

Can't create changesets when you don't have a "next" environment.

It actually allows the creation also.  I tried then adding another environment, and going back to the promotions page to see if the cs is there.  Nope.  It falls off into the bitbucket somewhere.
