1) Go to promotions page
2) Promote a product/repo
3) While it says promoting, click on the line that says promoting
4) Notice that the "Remove" button is still functional
5) Click on remove

Expected Results
Should not let you remove a changeset which is promoting

Actual Results
Successfully removed changeset XYZ
