Description of problem:  warning message when creating a new role:  "Only 1 out of 2 available items are listed - please specify one or more filters to find the items for which you are looking."

How reproducible:
100% ...mazz and myself

Steps to Reproduce:
1.  Administration
2.  Roles
3.  click button to create a new role.  
  
Actual results:
 "Only 1 out of 2 available items are listed - please specify one or more filters to find the items for which you are looking."  see attachment

Expected results:
no warming

Setting to urgent to see if its feasible to fix this for rhq4.2
