Description of Problem:
There exists no gnome-panel-devel in RH8.0. Even recompiling
gnome-panel-2.0.6-9.src.rpm doesnt give the rpm.

gnome-panel-devel had about 3 files in it, so it was just folded into
gnome-panel base RPM. You should be able to compile panel applets and so on with 
only the gnome-panel package. (Though note if you have an RPM that 
requires gnome-panel-devel it's probably expecting gnome 1.x not 2.0)

For the record, if it was for gnome 1.x it'd require gnome-core-devel since
gnome-panel-devel didn't exist before gnome2.

True. Still, all that means is that nothing should be requiring a
gnome-panel-devel...
